Professional Experience

HELP UNIVERSITY MALAYSIA KUALA LUMPUR 2011-2013

Senior Lecturer School of Hospitality and Tourism

High Commissioner to the Republic of Singapore, 2007- 2008

  • Established the first High Commission of the Maldives in Singapore with minimal resources and was instrumental in attracting Singaporean investments especially in the area of tourism to the Maldives.

Permanent Representative of Maldives to UN Office in Geneva, 2006-2007 

  • Actively participated in the debates for establishing the present UN Human Rights Council in Geneva. Made significant contributions to scale up donor support for the Maldives Tsunami Recovery Programme.

Non-Resident Ambassador of the Maldives to the European Union, 2005 – 2007

  • Promoted the Maldives political reform agenda and led the first Parliamentary Group visit from Maldives to the European Union Parliament. I also coordinated the first European Investment Bank Loan of € 50 million to restore the tourism sector from the impact of the tsunami.

High Commissioner of Maldives to the United Kingdom, 2004-2007

  • I was the first resident High Commissioner to the United Kingdom and worked closely with Commonwealth Secretariat and All Party Parliamentary Group. Developed several briefings for the meetings of the All Party Talks and led Ministerial level delegations to such meetings. In response to the 2004 Tsunami, I initiated and led the coordination for mobilising resources from the Government and NGOs in the UK. I also worked closely with OXFAM and British Red Cross to facilitate tsunami rehabilitation programmes in the Maldives.

Minister, Ministry of Tourism, Government of Maldives, 1998 – 2004

  • Established a policy framework for positioning Maldives tourism industry and developed strategies for sustainable development of the tourism sector. Contributed significantly to the formulation of the First Maldives Tourism Promotion Plan in order to strengthen the Maldives as an exclusive destination. During this period the industry was threatened by the fall in global travel following the September 11th terrorist attack, SARS epidemic in East Asia and the War in Middle East and under my leadership, efforts were made to work closely with the private sector and the international community to make speedy recoveries in tourist arrivals and receipts. In 2003, the country was opened to the Chinese tourist market by enlisting Maldives into the Approved Destination Status by the Chinese Authorities.

Minister, Ministry of Fisheries & Agriculture, 1993 -1998

  • Developed sustainable policies in fisheries and successfully established a ban on catching turtles in the Maldives. Established the Maldives Industrial Fisheries Company (MIFCO) and implemented the World Bank funded cold storage Facility at Koodoo island in Gaaf Alif Atoll.

Director of Statistical Services, National Planning Agency, 1980-91

  • During this period I was able to support the establishment of the National Planning Agency. I headed the Statistics Department and I was able to lead the first Household Income and Expenditure Survey in the Maldives in 1981. In addition, a full scale modern national census was carried out in the country in 1985 subsequently electronic data processing of Census was introduced to the Maldives.
